(limititation on presidential powers in the US, in this case Truman's powers) Is this a case in which the President can do as he pleases because we are at a time of war? (look at Justice Jacksons concurrence) and remember that it was struck down!!!! (obviously the Supreme Court thought that this was unconstitutional)
