Only South African nationals lived there, plus a few scattered immigrants from other nations. Races and tribes are not nationalities.
Apartheid affected everyone in South Africa because each person was legally forced to be classified by race. However, black Africans were most adversely affected.
They were still barred from international competition as the country was still practising apartheid, the policy of segregating the races.

The cause was the despicable actions of the Broederbond and the Nats - the South African Nationalist Party. They managed to get it adopted in the 1948 election although many people of all races objected.
Apartheid ("apartness") was a policy of the South African government (National Party) (NP) from 1948 to 1994. The purpose was to keep the various races apart.

People of all races were allowed to vote in South African elections. South Africa held its first elections that included people of all color!!
He was at an earlier stage already elected as president of his party (ANC) and then campaigned against the National Party in the first democratic elections for all races. That is when the ANC got the majority of all seats and he therefor became president. So it was the people (black, white, indian and coloured) of South Africa who elected him.
