The first permanent settlement in Pennsylvania was at Tinicum, settled by Swedes in 1643. The English conquered the territory in late 1664. On March 4, 1681, King Charles II gave William Penn a charter for what later became Pennsylvania or Penn's Woods.

King Charles II. owed Penn's father a myrad amount of money, but Penn's father died: therefore, King Charles II. had to return the money by giving Penn Pennsylvania.
