The Roman belt served a dual purpose. For one, it kept the tunic close to the body instead of flapping around as a person walked and it also helped to keep the wearer warm. However the most important purpose of the belt was that it acted as a band to hang things on. As the tunics had no pockets, a person's purse, keys, and other small things had to be hung from the belts this was especially important when the man was wearing the more common cloak rather than the toga. (The toga had a "sinus" or fold in the front that acted as a pocket). Women used belts to shorten or "hike up" their extremely long dresses.
