The state was formed from lands ceded by Georgia and South Carolina and lands purchased in part from the Native American as the Mississippi Territory and organized on 7 April 1798.
They created the Northwest Ordinance in 1787. That ordinance created a single Northwest Territory out of the lands north of the Ohio River, and east of the Mississippi River. The lands were to be divided into three to five smaller territories. When the population of a territory reached 60,000, the people would petition a statehood. Each new state would come into the Union with the same rights and privileges as the original 13 states.

The Northwest Territory was bounded by the Ohio River to the south, the Mississippi River to the west, and the Great Lakes to the north and east. It primarily encompassed the lands that would eventually become the states of Ohio, Indiana, Illinois, Michigan, Wisconsin, and part of Minnesota.
