The United States and its allies gave weapons to forces in Afghanistan (including Al Quida, although it wasn't really a terrorist group yet at the time) to rebel against the Soviet Union. Since Afghanistan and several other Middle Eastern countries were part of the Soviet Union, they also have many Russian weapons left over that they're still using.
