The revolutionaries failed to create a system of checks and balances, especially in the area of criminal justice. This led to large numbers of unnecessary executions and great fear of the government.
Some revolutionary factions favored limited revolution (replacing the King with a better one) while others wanted a more complete revolution (no royalty at all) and others wished to go even further (destroying the Catholic Church and all its leaders along with all royalty).
