The goals of the French Revolution were unclear, and many factions formed with competing goals. The structures to support a true democratic republic were not in place.

The revolutionaries failed to create a system of checks and balances, especially in the area of criminal justice. This led to large numbers of unnecessary executions and great fear of the government.

Some revolutionary factions favored limited revolution (replacing the King with a better one) while others wanted a more complete revolution (no royalty at all) and others wished to go even further (destroying the Catholic Church and all its leaders along with all royalty).

The lack of a system of checks and balances made it easy for a popular war hero to take absolute control of the country and declare himself premier and emperor. The lack of ability to reach consensus on the status of monarchy meant that when Napoleon was gone, a faction was able to bring in a new King, leading to a new July revolution.

The revolutionary government also failed in international affairs, especially in calming the concerns of England, Spain, and the German states, and a series of wars ensued.
