The Union had the factories to make everything, including: weapons and ammunition,,, and the confederates had cotton to make clothing for the solders.

the Union had much better and more weapons, but lots of them died from hypothermia, because of the lack of cloths and blankets, the Union would take cloths and blankets from the dead, just to live. The confederates had little on the side of weapons and ammunition, but they had warmth in the cold winters.
Resources favored the north but the South had the advantage of fighting on their own soil therefore knowing how to get around better and, in the beginning, had better leaders.

Did the emancipation proclamation apply to the entire US?

No. It only freed slaves in the rebellious states. Slaves in states that remained in the Union were not freed by the Emancipation Proclamation, and slaves in states in the Confederacy were technically freed, but since the Union didn't control most of that territory, only a relatively few slaves were actually freed immediately. (Mostly, those that had been captured by Union troops and were being held as "enemy contraband".)

Is newton Scott writing from a location that is part of the union or part of the confedercy?

To determine whether Newton Scott is writing from a location that is part of the Union or the Confederacy, one would need to know the specific time frame and context of his writing. During the American Civil War, locations in the Union were primarily in the northern states, while those in the Confederacy were in the southern states. If you have more information about his location or the date of his writing, I can provide a more accurate answer.

No. All the border states were sharply divided between pro-Union and pro-Confederate sentiment. A demand for emancipation would have tipped the balance and sent those states straight into the arms of the Confederacy.

Why did the confederacy give up?

The Confederacy ultimately surrendered due to a combination of military defeats, dwindling resources, and overwhelming Union advantages. Key battles, such as those at Gettysburg and Vicksburg, significantly weakened their forces. Additionally, economic hardships, loss of support from European powers, and growing Union morale contributed to their inability to sustain the war effort. By April 1865, the Confederacy faced inevitable defeat, leading General Robert E. Lee to surrender to General Ulysses S. Grant at Appomattox Court House.

Compare advantages the Union had at the beginning of the war to those of the Confederacy?

The Union had a strong manufacturing and industrial base while the South had almost none. The Union contained almost all of the nation's shipbuilding capacity. Chemical handling experience had developed in the North and that is where most of the gunpowder came from. The south would have to start at square one. The South had horses, a military tradition and young men there had grown up as hunters.

What were the main differences between the draft laws of the Union and the Confederacy?

Well, honey, the main difference between the draft laws of the Union and the Confederacy was that the Confederacy implemented conscription much earlier in the game, while the Union took its sweet time getting on that bandwagon. Also, the Confederacy exempted certain groups like overseers and planters, while the Union was like "nah, everyone's gotta serve." So basically, one side was all about that early bird special, while the other side was like "equality for all...except y'all exempt rich folks."

The European Union is an organisation, not a place, so it does not have a size to compare with. It does have countries as members and if you take the combined area of those countries then the US would be bigger.
