Three different groups are credited with the start of the French Revolution and History doesn't operate that way. Only one of these groups can be given the credit or the blame for this moment in History.

It is often said that the French Revolution began as a popular grass roots movement featuring the colorful sans-culottes clothed in bonnet rouge (the red Phrygian Liberty Cap). This is the event portrayed as the poor in search of bread and hope.

Juxtaposed against that image is the crediting of revolution to enlightenment thinkers in the likes of Voltaire and Rousseau. It seems quite unlikely that the peasants of Paris (An uncultured lot and largely illiterate.) would have any knowledge of such luminaries or of David Hume, Immanuel Kant, Paul Holbach or Edward Gibbon.

The third suspect present at the scene was the wealthy and influential commoner that made up the vast majority of the Third Estate who were a part of the first National Assembly. These were literate, community leaders who had a knowledge of the peasants and of the enlightenment thinkers. This is the group that took the Tennis Court Oath and effectively began the French Revolution.

Did the French Revolution give people a greater say?

There are several French Revolutions. Assuming that you are referring to French Revolution of 1789, the people as a whole did not really get a much larger say. However, the leadership shifted from being the monarchy and the nobility to a bourgeoisie dictatorship. The French Revolution of 1823 had few tangible results (this is the French Revolution of Les Miserables). The French Revolution of 1848 was successful in creating the Second Republic of France, which was promptly ended three years later by Napoleon III and the creation of the Second French Empire.
