At this point in time, concerning the Palestinian Authority, the ball is in Israeli Prime Minister Netanyahu's court. If he were to stop the construction of the settlements between Jerusalem and Ma'ale Adumim, it might be seen as a good enough good-faith gesture to restart negotiations.

As concerns Hamas, there is nothing that can bring them to the table for any serious peace negotiations since they believe that any negotiations for a peaceful solution of Israel violates their duty to protect the Palestinian interest on the whole territory of Mandatory Palestine.
