In the Colonies I would say Rhode Island...since the founder was excomunicated. He let people have freedom since he was unjustly not allowed to have his own opinions thoughts and ideas and beliefs on the subject of authority and religon.

Jamestown settled where it would have the most convenience and access from other cities. They chose Manhattan island because of its natural resources and proximity to the ocean.

it would have been Roanoke but that failed when the colonists returned to a an empty and burned down town, so the first would be Jamestown
The colonists fled Jamestown in 1610 by a ship bound for return to England. On the way they came upon three supply ships headed to Jamestown. On board one of the ships was a new Governor. He would not let Jamestown be abandoned and brought the entire group back.
