The Tripartite Pact, signed in September 1940, was an agreement between Japan, Germany, and Italy, aimed at mutual defense and cooperation during World War II. France, which was occupied by Germany at the time, did not sign the pact. Instead, the Vichy regime that governed the unoccupied southern part of France was under German influence and control, further complicating any potential alliances. Other nations, including the Soviet Union, also remained outside this agreement.
