2. If you mean the United States of America, it didn't exist until after the revolution.
3. Therefore the answer is 'Never'.
A revolution is vastly different from an ordinary war. There can be no declaration, because there is no separate state to make the declaration; only groups of citizens who rebel against the authority of their existing government.
