There was no peace between the US and Japanese before Pearl Harbor. War between Japan and the United States had been a possibility each nation had been aware of (and developed contingency plans for) since the 1920s, though tensions did not begin to grow seriously until Japan's 1931 invasion of Manchuria. In 1940, Japan invaded French Indochina. This move prompted an American embargo on oil exports to Japan, which in turn caused the Japanese to initiate their planned takeover of oil production in the Dutch East Indies. Furthermore, the transfer of the U.S. Pacific Fleet from its previous base in San Diego to its new base in Pearl Harbor was seen by the Japanese military as the U.S. readying itself for a potential conflict between the two countries.
The peace was made when Japan could no longer defend itself from foreign attacks in the late 1860s. Japan was torn between nations that were trying to exploit the islands resources and trade ports. In the struggle, Japan realized that in the modern world they could not compete militarily or economically. They were forced to surrender and accept to the demands that the foreign nations wanted. The peace that began wasn't a voluntary one, rather, the nation was so torn apart there was nothing left they could do. WWII was the first opportunity Japan had to show it could compete in the modern world, and get revenge for the humiliation the nation received nearly a century earlier.

The Americans thought the Japanese-Americans were in contact with the Japanese that planned the pearl harbor attack so they had them sent to interment camps but in actuallity the Japanese-Americans weren't in contact with Japan at all (maybe family) but not the military so they were sent without being able to testify or prove their innocense before being sent unfairly.
