Early in the third week of August 1914, Joffree, the French top commander, saw all his attacks on the frontier fail. He then began to realize the magnitude of the German turning movement through Belgium. Joffree had prepared for the Belgium situation but failed to have enough troops ready to counter the German offensive. This was even after he added three more divisions to that front.
