The Germans were not the first to declare war it was the Americans. On April 6th, 1917 President Woodrow Wilson U.S. Congress decided it was time to get America involved in "Europe's war".
They were pressued into doing this after receiving what is know as the "Zimmerman Telegram". This telegram was to be sent to the Mexican government by the German government as invitation for an alliance. The Germans agreed to financial support a Mexican effort to engage America in military action. They wanted this to make sure that America would continue to stay out of the war in Europe. If the Mexicans were successful the Germans would give them all the land lost in the California, Texas, and New Mexico territories (all other conquered land would become Germany's.) Also in the telegram Germany said that it would use Mexican waters to carry out a naval campaign against American shipping. President Wilson campaigned that he would keep the seas free of danger, with this threat he felt he had no choice but to protect America.
