There were NO "Hostilites" in 1990. 1990 was a year of "telling Iraq to leave Kuwait", while building up military forces to remove him, when he finally refused to leave Kuwait. The deadline was Jan 1991. Jan 1991 commenced the HOSTILE portion; Operation Desert Storm. Feb 1991 termination of Operation Desert Storm. Feb 1991 mission complete/Iraq Removed.

As for the ground offensive, it was a simultaneous push - the border was crossed at several points simultaneously by both Army and Marine personnel, although I believe the first line unit fully across the border into Iraq was an Army unit. The first actual strike of the war, however, was dealt by the Air Force.
