The modern country of Iraq was defined in the large-scale sorting out after the first World War, (early 1920s) so there have been Iraqis since then. Previously much of the area was known as Mesopotamia and had been part of the Turkish Empire for several centuries. For a while Iraq was spelled Irak, I think the change happened in the 1950s.
