First of all, it's Britain or the United Kingdom, not England (that's only a part of the UK).

Prime Ministers in Britain aren't elected as such: they're appointed by the monarch to govern the country, normally if they're the largest party following a general election.

Following 6th May 2010, where the Conservative Party became the largest party in Britain, and talks to form a coalition government with the Liberal Democratic Party in the ensuing days, David Cameron was appointed prime minister on 11th May 2010 by Queen Elizabeth II after the incumbent prime minister, Gordon Brown, resigned.
