Hannibal proposed to invade Italy and try to win over Rome's Italian allies, who provided at least 60% of the military manpower available to Rome. He also proposed that he lead this expedition. Antiochus III rejected this. When Napoleon led his army across the Alps in May 1800, he executed a surprise maneuver against the Austrians during the War of the Second Coalition. The crossing was challenging due to harsh weather and rugged terrain, but Napoleon's forces successfully navigated the mountains. This strategic move allowed him to rapidly descend into northern Italy, culminating in the decisive Battle of Marengo, where he secured a significant victory. This campaign solidified his reputation as a military genius and helped to consolidate his power in France.

I believe it was Hannibal. He lead an army across the Pyrenees, across the alps and into the heart of Italy. He nearly defeated Rome but the Romans had sent an army to cause trouble in the Carthaginian empire in Spain. He was thus forced to retreat in order to restore law and order back home. Feel free to correct me if I'm inaccurate.
