by jove is an exclamation of surprise. Jove is probably an anglicization of the Old Latin Jovis which translates into English as Jupiter, the Roman King of Gods. Even today young English people may be taught Roman history directly from original Latin texts which is why the name Jove for God has probably continued to flourish in some circles. The Greeks call him Zeus. The expression seems first to have appeared in the 1500's (Cassells). Putting it into a simpler way, it is like saying My God, By God, (in this case, by Jupiter.)

Jove is Jupiter.Actually Jupiter is derived from Jove Pater or father Jove.
Jove is the Ancient Roman chief god, often called Jupiter (which means "father Jove"--Jove Pater). Saying "by Jove" is like saying "by God".
The expression "By Jove" is a mild expletive or interjection used to express surprise, emphasis, or strong feeling. It is a euphemistic way of invoking the Roman god Jupiter, who was also known as Jove. The phrase dates back to the 17th century and is still occasionally used today in informal speech or writing.

I think she's got it" because he was referring to Eliza Dolittle and her efforts to speak English like a lady. Jove is the original name of the Roman god, Jupiter.
