Considering mainland Europe goes from Portugal to the Ural mountains, Germany is technically in the western part of Europe.

However, historically speaking, every former Soviet satellites (i.e. East Germany, Poland, etc) was considered as being located in East Europe, and France, Spain, West Germany, Danemark, etc were considered as being located in West Europe.

Now that the Iron Curtain has fallen, Germany is said to be either in western or central Europe, but never in East Europe.
