The seat of the U.S. government preceding the ratification of the Constitution was in Philadelphia (through the Second Continental Congress and the Congress of the U.S. under the Articles of Confederation). After the Constitution went into effect, the government was headquartered for a time in New York City, then later in Philadelphia until the newly chosen site on the Potomac (now Washington D.C.) was ready in 1800.
