I'm not sure about in other countries but in Great Britain, children who lived in Cities like Birmingham and London were evacuated to the country. Some mothers who were pregnant or with children under 5 were evacuated too. When the children reached the country they were put into the care of the locals who would take up to 5 children each sometimes more, sometimes less.
