Well, americans called themselves "Americans" when they relized they were legal citezens of America and made a specific name for people who were citezens which were just "Americans"

Indigenous people call themselves citizens or natives. They call you foreigners because you are not native to the land they live on.
Franklin is making comment about people who are obsessed with themselves. When someone is "wrapped up in themselves," they are self obsessed. Franklin likens these people to a package (wrapped up) and says they are small packages, meaning their so called life is small, insignificant because they are so concerned with themselves they shut out other people.
