Many military historians believe the outcome of the US Civil War was the result of operations, strategies, tactics and execution. They point out that this war and many others are not won or lost on the basis of superior numbers or resources. They contend that wars have sometimes been won by weaker nations, rather than the stronger nations. This could very well could have happened if the North believed that the cost of the war in lives lost and expenses was not worth continuing the war. In this case, the South would have won because their only goal was independence from the United States.
