Under our Constitution, the United States is supposed to be a representative republic.
Many people are under the misconception that the US is a democracy; it is not. The Founders of our country despised democracies as being far too subject to become corrupt and collapse into tyranny. The USA is a representative republic of specific and limited powers.
That isn't true any longer, of course; the US Constitution has been almost completely subverted, and is now subject to the exact kinds of corruption that the Founders feared.

The Framers of the US Constitution were fearful of a central government that steadily increased its power over the states. It therefore created a federal government that was inefficient in terms of creating a power center too quickly. The "inefficiency" causes the federal government to be "slow" in dealing with new laws, for example.
