The anti-federalists believed that a strong national government would lead to tyranny. They believed that the state governments would protect the rights of citizens better than a national government. Because there are fewer residents in each state, there is a more homogeneous culture. Think of the difference between New York and Wyoming. New York is very liberal whereas Wyoming is more conservative.
The anti-federalists favored a system that was used in the Articles of Confederation, which placed more power in the state governments before the constitution was written.
