He didn't actually *write* any of it. The development of the rules and governmental structure specified in the constitution was the work of the convention as a whole and then the final wording was turned over to a committee of style. Franklin's most significant contribution was the Great Compromise. There was a significant divide between the more populous states who wanted representation in congress to be based on population and the smaller states who wanted equal representation. The disagreement seemed insoluble and the convention was in danger of breking up over the issue. Franklin proposed that the House of Representatives have proportional representation and the Senate have equal representation. this compromise was excepted and the rest, as they say, is history. Michael Montagnehe didnt...duhh Although he helped come up with the U.S. system of governemnt as outlined in the Constitution, he did not actually write any of the document.

bacon is the answer
Other than the states agreed to meet and 12 of them did there were no "agreements" before the convention. Several states and delegates had proposals in hand when they arrived but all were to be used as simply starting points of discussion, no more. The most famous of these is the Virginia Plan which consisted of 13 points most of which ended up incorporated into the new Constitution but there was no agreement by any state to simply accept that plan ahead of time. The person posing this question needs to be a bit more explicit if he expects an answer beyond this and obviously has something in mind by his citing a specific number in his question.
The delegates were committed to championing liberty within the framework of the Constitution, as a founding principle of the US. Individual liberty was further defined by the first 10 amendments to the Constitution, the Bill of Rights, rather than as part of the document itself.
Federalist (fed er a list ) a federalist is a supporter of a strong national government and in favor of adopting of the constitution.
Meeting in 1787, the American Constitution Convention had a number of central themes that served as primary discussion-points, and points of contention, for the delegates in attendance. None was more important than the multi-faceted theme conveyed in this two-part question, 'What power must the federal government legally wield -- and how?'
