Admiral Yamamota, the Supreme Commander of the Japanese Navy. He was highly respected and the military explicitly trusted his judgment and analysis.
He had studied at Harvard University before the war, and understood the potential America posed, if its war economy got off the ground. He knew that the United States was blessed with immense Natural Resources unlike the Japanese. He convinced his government that only a quick and lethal strike against Pearl Harbor would give the Japanese an opportunity to defeat the Americans before they had time to mobilize and in time, overwhelm his country.
Unfortunately for the Japanese, they didn't sink the 2 American aircraft carriers and would pay for that at the Battle of Midway in June 1942. Admiral Yamamota after Midway and the sinking of its 4 battle carriers, realized the war was lost.
The attack on pearl harbor had a profound effect on the American people. Before this Roosevelt was looking for ways to aide the allied powers without angering the isolationists. The Pearl Harbor attack created an overwhelming sence of nationalism comparable to the aftermath of 9/11. Most people supported the idea of going to war with Japan after the attack.
The United States Navy Commanders and Roosevelt felt they would attack elsewhere such at the Philippines, Midway or the west coast. Therefore Pearl Harbor had their guard down. The Commanding officer of the Pearl Harbor base and fleet lost his command due to his failure to have the sailors ready for action at all times. Roosevelt was in the middle of negotiations with a Japanese official at the time of the attack. Radio messages and warnings went unheeded so Pearl Harbor was descimated due to failures on the part of communications officers.
The attack came in the early morning in Hawaii on December 7, a Sunday. That was about 1 PM on the east coast, 10 AM in California, so Sunday newspapers had already been printed and delivered. Pearl Harbor was the headline in every US newspaper on Monday, December 8, 1941. Most people in the mainland US were going about their normal Sunday activities, and learned of the attack from the radio. Many, if not most, had no idea where Pearl Harbor was located.
No it was not a good idea, as it got the U.S.A in the war and Japan lost its big navy, and million died in the two atomic bombs dropped on Japan.
The December 7, 1941, attack by the Japanese upon Pearl Harbor was a great surprise for primarily one reason: the Americans expected a Japanese attack to happen much farther west or south in the Pacific region. General hostilities had long been expected, but no one foresaw that the Japanese would dare to venture so far eastwards in order to start a war. The strict secrecy in which the attack was wrapped by the Japanese was yet another key factor.

The Pearl Harbor advance-knowledge conspiracy theory is the idea that the American officials had advance knowledge of Japan's December 7, 1941 attack on Pearl Harbor but the conspiracy theory was never proved true.

The Japanese Army was happy with the various attacks on the British, Dutch & Americans (including the Pearl Harbor attack). The Japanese Army was the main force behind the idea of going to war with Britain & the US.

Books written today state that the US knew about the attacks before hand.
The government was behind the idea to make the Pearl Harbor Memorial. The Memorial is located off of the coast of Oahu.?æ

It was Japan's emperor with the silly idea of bombarding Pearl Harbor.

Japan did issue a declaration of war to the US, with the idea that Pearl Harbor would be attacked before defenses could be mobilized. It backfired on them terribly because the declaration was not translated from Japanese to English until after the attack. If Japan had declared war and then attacked Pearl Harbor the next day, damage would have been much less and Japanese losses much higher. The success of the attack, on which Japanese strategy in the Pacific was based, depended on surprise.
