The Constitution can be amended by a 2/3 vote of the Congress, followed by ratification by 3/4 of the States. This has been done 18 times since 1787. (The original Bill of Rights, plus 17 other Amendments since then.)

The Constitution can also be changed in a Constitutional Convention, which requires a request of 2/3 of the States. This has never happened.
