I know it's a tad late, but taxes were collected by "reeves," which were sometimes just the sheriffs. England was divided into shires, and each shire had its own reeve, who was in charge of calculating and deciding upon how much tax was to be paid. Sometimes villagers would go directly to the king or queen or the headquarters of the reeve to pay the tax, instead of it being collected at their door.
