During the Roman Republic, all revenues were paid into the aerarium (the public treasury) and all public payments were made from here. Two officers of state, the quaestors managed the aerarium, which was controlled by the senate.

Under the rule by emperors the aerarium lost its importance. Public money was spent under the authority of the emperors. The emperors had their own treasury (the fiscus) for the receipt and payment of money which was independent from and not accountable to the aerarium. An aerarium militare was instituted to fund military expenses and the payment of the salary and the pensions of the professional soldiers or to buy plots of land for discharged veterans. The old treasury became known as the aerarium Saturni. Its function was restricted to the financial matters of the city of Rome
