During the period of the Roman Republic bills were presented by the consuls (the two annually elected heads of the Republic) to the vote of the Assembly of the Soldiers or the Assembly of the Tribes. In the Late Republic the plebeian tribunes became the may prospers of bills and they submitted them to the vote of the Plebeian Council. The praetors (the chief justices) played an important role in the development of the law during this period by amending and updating existing laws. During the period of rule by emperors the emperors were absolute rulers and they were the ones who issued laws (imperial edicts). In the early days of Rome, laws were inscribed on bronze tablets. Later they were written on papyrus scrolls. In the sixth century AD the emperor Justinian brought the laws together in a bound book (codex). The Romans invented the bound book in their later days.
