The Revolutionary War was raging in New England a full year before the Declaration of Independence. No one declared the war, officially. King George III more-or-less declared war during an address to Parliament at the end of 1775. On the American side, it was not entirely clear what the objective was until the Declaration of Independence in July, 1776. By then, the battles of Lexington and Concord, Bunker Hill, Siege of Boston, Battle of Fort Moultrie SC had all been fought, and the Battle of Long Island and various battles for control of New York had all taken place already.
