Well, originally probably Native Americans, then later it was a part of the land obtained from Great Britain in the Oregon Treaty of 1846. Then later it became Idaho when it was adopted as a state. The first permanent US settlement in Idaho was established by the Mormons (members of the Church of Jesus Christ of Latter-Day Saints) in 1860.

It was actually discovered for the umpteenth time by the Indian maiden who guided Lewis and Clark. The twin cities of Lewiston and Clarkston were named for them.
