Pull the wire off the spark plug, pull the spark plug out, plug the spark plug back into the wire, then have someone turn the engine over. You should see a blue spark jumping around the very bottom of the spark plug.
To Determine what spark plug is in your 16hp enging you would need to be more specific. It could have a Briggs and Stratton engine or it could have a Kohler engine. Both engines use different spark plugs. The spark plug for the Kohler engine is part number 32295-1. The part number for the B&S engine is 43591-7

Spark plugs wires are just wires that happen to go to spark plugs. They weren't really "invented", it was more or less obvious once the spark plug was developed that there needed to be some way to get electricity to them.

If you mean that the wire came out of the boot, then pull the boot off of the spark plug and use a spark plug socket to remove the spark plug.

To change the spark plugs in a Chevy Celebrity: 1. Give the spark plug boot a twist to free it up from the spark plug, then pull on the boot to remove the spark plug wire from the spark plug. 2. Use a 5/8" spark plug socket with an extension and ratchet or breaker bar to loosen then remove the spark plug. 3. Set the gap on the new plug to .045" then screw it back into the spark plug hole in the head. Tighten the spark plug and replace the spark plug wire. I change the spark plugs one at a time to keep from getting the spark plug wires on the wrong spark plug.

Give the spark plug boot a twist to free it from the spark plug then pull it off of the spark plug by the boot.

It may be that the spark plug is dirty. Try cleaning it
