who knows how... dude study by yourself. so it developed from their own religion(if you cointir as government) and to Ghana which was a muslim empire to Mali also a muslim empire but it was different from ghana. royal officials had more responsibility and more territoty,people,trade,and stuff. generals governed each province very different from ghana. ghana had a king who had to do everything like solvepeopl's complaints and gorvern the country and stuff.
