The "Provisional Government" replaced Tsarist rule after the February 1917 Russian Revolution. This governmental body claimed it had the only legitimate authority in Russia once the Tsar abdicated, because many of its members had been members of the Duma, the Russian form of Parliament under the Tsar. The Provisional Government proved to be as useless and unpopular as the Tsar it had replaced and was itself removed by Lenin and his Bolsheviks several months later in the October Revolution of 1917. The Bolsheviks were not much better at governing, but they were better at maintaining power by the use of force and terror.
After the toppling of Tsar Nicholas through February Revolution, the provisional government failed to bring order to the state. They continued to wage a by then unpopular WW I and could not drag the country out of economic, social and political crisis. The industrial production fell sharply and unemployment and poverty hit the country hard. Bolshevik party under the leadership of Lenin decided to wage armed struggle against the incumbent provisional government and successfully led the October revolution. In addition, Lenin made bold promises about a democratic new Russia if the Bolsheviks obtained power. He was able to consolidate his rule in Russia through terrorism and the secret police.
The word "soviet" means "council". Prior to the February Revolution as the workers, soldiers and peasants grew more and more dissatisfied with the operation of the government, groups of Russian citizens organized themselves in the form of councils in Petrograd, Moscow and many other Russian cities. They were created to make known the the Tsar and his ministers the various complaints the people had. At the time of the Revolution, these councils became politically powerful in that they represented the people of Russia and were strong enough to rouse the populace against the government; therefore they were a force to be reckoned with even though they were not official bodies. Ironically, after the February Revolution, the formal government, the Provisional Government understood that the soviets had real power. The PG had an understanding with the Petrograd Soviet that it would not take actions without the knowledge if not the consent of the Petrograd Soviet. In essence, the Provisional Government had responsibility but no real power; whereas the Soviets had power but no real responsibility.

Trotsky's Red Army had no role in the October Revolution, since it was not yet in existence on October 25, 1917. Trotsky's Bolshevik dominated Military Revolutionary Committee (MRC) within the Petrograd military garrison is the military force that had a role in the October Revolution. The soldiers in the garrison gave their allegiance to the MRC instead of to their own commanders when the Provisional Government was about to send the garrison to the front to fight the Germans. The MRC thus turned the Provisional Government's own military force against it. The Provisional Government was powerless to stop the Bolshevik military coup that was the "October Revolution."
