While defense contracts for all types of services are ever changing due to supply, demand, end of contract status, etc; Graco has manufactured original medals for the US Military forces and continues to do so today.
Selling them in the US is worth 6 months in jail. 18 U.S. Code § 704 makes it illegal to sell US military medals except to those that have been awarded them.

As a general answer to a general question, NO PERSON has ever received all medals the US military awards
Each military branch will be slightly different; the US Army alone has over 60 medals (we always wear the ribbons in place of the medals-more practical/most veterans place the medals themselves in a display case). See AR 670-2 (Army Regulations) and/or go to: US Military Ribbon/Medal Order of Display and Wear.
Commendation Medals are awarded by the individual US Military services to anyone who, while serving in any capacity distinguishes himself/herself by heroism, meritorious achievement or meritorious service.
US Military Medals should be worn on the left breast of the wearer, in proper order of precedence.
Medals in the military are awards. They wear them on their uniforms or display them on the walls at home. Certain military awards also allow some specific privileges for the men who won them in battle. Up until the Vietnam War, the son of a Medal of Honor winner was automatically qualified (with all other standards being met) to enter the US Military Academy at West Point. Medals also helped servicemen get promoted to higher ranks when other standards were met. US Airmen, US Coast Guardsmen, US Marines, US Sailors, and US Soldiers are all elgible to receive military awards (medals).
The US military purchases medals and insignia from various manufacturers. Current issue Purple Hearts are made by Graco Industries in Tomball, TX.
There are 4 higher medals.
Answer I would say No. However, there are medals that I consider to be copies. A copy is a medal that was made by an unauthorized company using their own dies for after market sale. Meaning there are several companies that will sale reproduction military badges and medals.
