Herbet Hoover and FDR were very different. Hoover felt that it wasn't the government's obligation to help the poor. However, FDR was all about getting involved and helping (which led to his creation of The New Deal). Hoover was all about a hands-off government where FDR was hands on. Hoover blamed the economic slum on foreign countries where FDR felt the origin of the Great Depression had no relevance.
