Those there, primarily Alexander Hamilton and James Madison, both of whom would later write the Federalist Papers, wrote a report asking for the Constitutional Convention to be called in May of 1787, which it was. 55 delegates were called to the Convention, and after a summer of debate, 39 of the delegates signed it. It was sent to the states for ratification and with New Hampshire's ratification it became law.

The government had been previously operating under the Articles of Confederation, which had been drawn up during the Revolutionary War. The Articles were weak, ineffective, and were leading the country into distress.
