The Etruscans were gradually overtaken by the expanding Roman Republic, which began to assert its dominance in the Italian Peninsula around the 4th century BCE. Key military conflicts, such as the Roman-Etruscan wars, contributed to the decline of Etruscan power. By the late 3rd century BCE, the Etruscan cities were absorbed into Roman territory, leading to the eventual assimilation of Etruscan culture into Roman society.

The Etruscans were invaders in Rome who soon took over. They were harsh rulers who soon were taken over by some other people! Actually, they were there before the Romans were, when Italy was divided into the italics and the etruscans, and a few more that I can't remember.
Before the Romans took over the Italian peninsula, Italy consisted of a multitude of different peoples. The main forces were the Etruscans and the Greeks, who had a foothold in the extreme south. However there were others as well, such as the Latins, the Samnites, the Gauls and the Oscans.
The latins originally built the city, but the Etruscans took over and built the first city walls and sewer.
Nobody took over Rome. There is a fashionable theory which argues that the Etruscans took over Rome in the 6th century BC. This theory has now been challenged. Its evidence base is flimsy, it rests on unproven assumptions and there is no historical record for it. Recent archaeological evidence suggests a different picture.
