The United States. In fact, it did invade Mexico twice:

  • On April-November of 1914, the US invaded and occupied the city and port of Veracruz for six months. There were some 200 casualties between both sides during the initial landing. The invasion put both countries to the brink of war, and damaged relations for decades to come.
  • On March 1916 - February of 1917, the US assembled a punitive expedition into Mexico to kill Francisco "Pancho" Villa after he attacked the town of Columbus, NM. The expedition was unsuccessful, but due to its illegal entry into Mexican territory, there were several clashes between American and Mexican forces resulting in 200 dead on the Mexican side.
