This question has puzzled me too as a visitor to Charleston SC, so here's what i found through Google (not straightforward because he has a Boulevard named after him with lots of businesses on it). 1. There were quite a few of them but . . . 2. The one the boulevard was named after seems to have been a SC legislator:
