Tilden won the popular vote, but American presidential elections are not decided by popular vote, but by the Electoral College. Tilden had 184 electoral votes to Hayes's 165, with 20 votes uncounted. The Democrats and Republicans struck a deal. Basically, in exchange for giving the election to the Replublicans, Ulysses S. Grant (who was a Republican and the sitting President) would end Reconstruction in the south.
