Except at the very end of the war, there was never really any formally designated second in command. Hermann Göring was generally considered the second most powerful Nazi for most of Hitler's reign. However, Hitler's personal secretary, a man named Martin Bormann, had enormous influence, since he had control over who got to see Hitler, and what information Hitler received. Heinrich Himmler (commander of the SS) and Joseph Goebbels (Minister of Propaganda) were also immensely powerful.

When it became clear to everyone, even Hitler, that Germany had lost World War II, Hitler decided to officially designate Göring as his successor; it also was clear to everyone that Hitler intended to commit suicide. Göring (who was not in Berlin at the time) sent Hitler a telegram asking for permission to take control of the government; Bormann got the telegram first and then used it to try to prove that Göring was a traitor. Göring was fired and ordered arrested.

Hitler killed himself on April 30, 1945, and Hitler's will made Admiral Karl Dönitz the new President, with Goebbels as Chancellor. But Dönitz was confined to the town of Flensburg (on the border with Denmark) and Goebbels committed suicide the day after Hitler. Dönitz surrendered on May 8, and his brief government was officially dissolved a couple weeks later.
