The government appointed head of the British Navy is called the First Lord of the Admiralty. During the war the following men held the role:

Winston Churchill 1911 - 1915

Arthur Balfour 1915 - 1916

Sir Edward Carson 1916 - 1917

Sir Eric Geddes 1917 - 1919

The top naval leaders were:

Admiral of the Fleet, Sir John Jellicoe, 1st Earl Jellico

Admiral of the Fleet Sir David Beatty, 1st Earl Beatty

Some of the First Lords never served as Naval officers. They were often elected politicians who were appointed to the post by the ruling British government.

Admiral of the Fleet was a serving Naval Officer.

I think I may be missing one of the Lords of the Admiralty. I'll check to see if I can figure out who may be missing.
