McGwire would have won had Clinton's trial started at a later date. Time selects the man who had the largest impact on history that year. Professional wrestler Mick Foley (A.K.A. Cactus Jack, Dude Love, Mankind) led all candidates in online voting that year, but Time removed him weeks before the deadline, stating that Foley had not achieved enough to deserve the award.
