In 1940, the Prime Minister of Belgium was Hubert Pierlot (Catholic Party), who was in office from February, 1939 to February, 1945. During the German occupation of Belgium, Pierlot remained in exile (first in France, later in Britain) unlike King Leopold III, who remained in occupied Belgium.
